Stage Pass Long Range Master Plan

Commercial & Residential

Commercial

Start-up wineries will have a unique way to launch their businesses and operations at the Viniculture Center at Stage Pass. This collection of planned buildings within the Stage Pass Employment area will include a commercial winemaking and viniculture center, creating a hub for winemaking, tastings, retail space, and other vinicultural amenities.

The Center will provide everything vintners need in one place, including:

  • A marketable location
  • Access to fruit from the adjacent Stage Pass vineyards
  • Existing nearby winery businesses
  • A thoughtfully designed production facility from which start-up wineries can launch and grow their businesses

The Center concept was initially developed to meet the demands of graduates from Washington State Community College’s enology and viticulture program, who were seeking entry into that state’s fledgling small viticulture industry.

Key details:

  • Multiple buildings will house winemaking equipment, and accommodate up to six individual vintners
  • Access to affordable, appropriately equipped, scaled facilities to support the region’s small, capital-constrained vineyardists and negociants

Residential

Additionally, the long-range master-plan provides for up to 100 acres of urbanized development reserved for eventual annexation into the adjoining City of Jacksonville, featuring both residential and commercial elements. Overall, only a fraction of the Stage Pass land is earmarked for development. The majority is reserved as permanent open space, surrounded by forest land and vineyards crisscrossed by hiking and walking trails.

As currently envisioned, the initial phase of future annexation into the City of Jacksonville would be comprised of roughly 30 acres, including:

A mix of medium density residential types with a focus on middle housing, including attached and detached for-sale and attached for-rent products.

Approved future phases of estate lots will include:

  • The Highlands: 42.4 acres and 14 estate lots.
  • The Terraces: include 9.7 acres and 3 estate lots.

To date, The Highlands and The Terraces are not developed, but are entitled. These areas are situated in un-incorporated Jackson County, Oregon, and are both part of our long future planning.
